The core principle of the Pirate Party of Greece (PPGR) is its democratic organization and operation, with the direct, equal, and equitable participation of all members, using – where feasible or necessary – digital processes. It operates in accordance with respect for human rights (Universal Declaration of Human Rights of the United Nations General Assembly and European Convention on Human Rights), its Founding Declaration as amended and in force, and the provisions of its Statutes.

PPGR endorses the Rethymno Declaration (Rethymno, 2025), which supersedes the Uppsala Declaration (European Pirate Parties Declaration, July 2008). It engages with pressing social issues while maintaining a steadfast focus on the organization of society’s digital life, which profoundly impacts everyday existence in the 21st century. True to the principles of Pirate Ideology, its ideological documents, and its Statutes, PPGR collaborates with corresponding European and international Pirate Parties and the broader progressive political and social spheres to advance its vision of a democratic, just, and free society.

To realize this vision, PPGR establishes the following priorities:

  • Respect and protection of human, civil, social, and labor rights for all, without subjecting them to demagogic “polls” or “referenda.”
  • Strictly and purely secular state – complete and absolute separation of state and religion.
  • Protection of freedom of expression, opinion, speech, critique, and the exchange of knowledge and ideas.
  • Guarantees for the confidentiality of communications, net neutrality to ensure equitable access for all to broadband and secure communications, and the privacy of citizens, residents, and visitors to the country.
  • Strengthening of democracy and the rule of law through the constitutional entrenchment of simple proportional representation; the practical combating of centralization; adherence to the principles of good, evidence-based legislation; the purging of the state apparatus of corrupt, neo-fascist, neo-Nazi, pro-Junta, interconnected-with-lobby, and anti-democratic enclaves; the cultivation of a genuine culture of transparency and accountability; the reinforcement of checks and balances; and the confrontation of all forms of cartels.
  • Promotion of the model of direct, participatory, equal, and equitable democracy.
  • Human life and dignity, social and economic justice, peace, freedom, and environmental protection take precedence over any corporate interest.
  • Citizens, residents, and visitors to the country – regardless of economic status, sex or gender, race, religion, political affiliation, or origin – must have equitable access to justice, which shall be administered swiftly, based on the principles of equality under the law, impartiality, and due process for a fair trial.
  • Constitutional entrenchment and protection of social goods (health, food, water, housing, education, energy), with guarantees of access for all, particularly emphasizing public and free healthcare and education.
  • Restoration of the academic asylum and democratization of the entire education system.
  • Genuine and substantive protection of the rights of women, children, single-parent families, vulnerable families, and LGBTQIA+ individuals, without exceptions or “special regimes.”
  • A sustainable, just, and democratic economic model, free from the pseudo-scientific and empirically discredited dogmas of neoliberalism.
  • Progressive and fair taxation, as provided by the Constitution itself.
  • Genuine and effective protection of primary residences and the establishment of an agency to provide adequate, high-quality, environmentally friendly social housing.
  • Enactment of unconditional Universal Basic Income (UBI) to secure a dignified standard of living for all and create a “safety net” that enables individuals to take entrepreneurial risks, invest in scientific and artistic pursuits, engage in volunteering, and develop leisure activities.
  • Measures to revitalize and protect rural areas through fair, democratic, and direct participation in the safeguarding and sustainable utilization of forests and the natural wealth of local communities; the management of “orphan” farmlands and plots for societal benefit; the development of urban plans that account for current housing needs, the protection of urban and peri-urban environments, and the provision of functional escape routes in emergencies.
  • Recognizing that the climate crisis primarily affects the most vulnerable social groups, we advocate for effective solutions accessible to all, without geographic, economic, or other exclusions.
  • Extension of consumer rights protections to the digital domain, including the prohibition of abusive terms of use and technical measures designed to restrict them (e.g., Digital Rights Management – DRM – technologies).
  • Public-interest reform of intellectual property and patent laws to address the conflict between corporate commercial interests and the interests of society, as well as human, social, and civil rights. We propose shortening the duration of monopolistic commercial exploitation rights, limiting their scope to commercial activities, and introducing specific safeguards against the misuse of copyright and trademark laws for censorship, profiteering, or extortion (patent trolling).
  • Definitive, explicit, and unambiguous recognition of the free (as in freedom) and legal use, copying, and reproduction of materials for non-profit or non-commercial purposes, along with fair use in general for archiving, information, citation, commentary, hobbyist adaptation, critique, education, analysis, satire, and cultural heritage preservation. We also propose strengthening public rights over orphan works, such as “abandonware” software applications and out-of-print or out-of-circulation works.
  • Recognition of non-profit digital libraries (e.g., the Internet Archive) as Cultural Heritage Institutions, with strengthened legal protections.
  • Legal entrenchment, based on the foregoing, of legitimate file sharing and related technologies.
  • Especially regarding patents, we propose reform of relevant legislation at national, EU, and international levels to ensure patents reflect genuine innovations; to end their use for extortionate lawsuits (patent trolling) and profiteering; to expand the pool of shared knowledge; and to reduce public spending on medicines and other essentials. To this end, we advocate for shorter patent durations, rigorous controls on renewals, prohibitions on patenting software and living organisms, seeds, or genes, and the annulment of existing such patents.
  • Avoidance of violent, repressive, or military means as solutions to political and social problems. We promote consultation and dialogue with involved social partners.
  • Firm opposition to nationalism, imperialism, militarism, and colonialism. We reject far-right revisions to the definition of refugee, and demand measures providing substantive solidarity and aid to regions stricken by poverty, climate disasters, or war, so that their inhabitants are not forced into flight.
  • Respect for refugees, in line with our people’s traditions. We demand safe, legally protected routes for migration, immigration, asylum seeking, and refugee travel that are not exploited by traffickers, but instead uphold the dignity of those seeking a better future.
  • Rejection of the criminalization of solidarity toward the persecuted.
  • Rejection of militarism, warmongering, nationalism, and armament frenzies. No more draining the people’s resources under the false “butter or guns” dilemma.
  • Rejection of collaboration with any parties or organizations that promote militaristic or warmongering rhetoric, or that adopt far-right rhetoric.
  • We strive for a Europe of the peoples: democratic, solidaristic, and just, characterized by integrity, transparency, and accountability, and not functioning as a front for international oligarchy and neo-colonialism.
  • PPGR collaborates closely with progressive movements, sharing much of their core values and positions. It also partners with European and international Pirate Parties that remain committed to the progressive, democratic, and humanistic values of Pirate Ideology.
